What is an ESD, and why isn’t it the city?
Fire and EMS in Pflugerville are run by a separate unit of government — not the city. It taxes residents directly, and its board is appointed, not elected.
Pflugerville does not have a city fire department. Fire and ambulance service come from a separate government called Travis County Emergency Services District No. 2. It brands itself “Pflugerville Fire Department,” which is why almost everyone assumes the City runs it. The City does not.
Think of it like a school district: a separate government with its own taxes and its own board, sitting alongside the city rather than inside it. An Emergency Services District (ESD) is the same structure, built for one job — fire and EMS. The difference is that you elect your school board, but you do not elect the ESD board.

Three things to know about ESD 2
It’s not the city
ESD 2 is its own unit of government, created under Texas law, that exists only to provide fire and EMS. The City of Pflugerville doesn’t employ its firefighters, write its budget, or control it.
You can’t vote on it
Its five commissioners are appointed by the Travis County Commissioners Court, not elected by the residents who pay its taxes. There is no ESD 2 seat on your ballot.
It has its own taxes
ESD 2 collects a property tax and a sales tax straight from you. That money never passes through the City budget, so City Council can’t redirect it.

Why residents feel stuck
An appointed board Pflugerville can’t reach
The county commissioners who appoint the ESD 2 board are elected county-wide, and Travis County is dominated by the City of Austin. Austin voters vastly outnumber Pflugerville’s.
So the board that taxes Pflugerville for fire and EMS answers mostly to Austin, not to Pflugerville. That’s why these disputes keep landing in court and on ballots instead of getting settled by simply voting people out.
The obvious question
Why not just start a city fire department?
A growing city can build its own fire and EMS department, and Texas law even caps ESD taxes on the assumption that cities eventually will. In practice it’s slow and expensive: the City would have to stand up a whole department and sort out the stations, trucks, and staff ESD 2 already owns.
That difficulty is ESD 2’s leverage. It’s why the fights so far have been over the ambulance service and the sales tax, not a full takeover.
